COOPERAZIONE TRANSFRONTALIERA: A TIRANA IL PUNTO SUL PROGETTO LAERTES PER LA MOBILITÀ SOSTENIBILE NEL BASSO ADRIATICO
Si è svolto martedì 19 maggio a Tirana un importante incontro istituzionale e operativo tra i partner italiani, albanesi e montenegrini del progetto europeo LAERTES, iniziativa strategica finanziata dal programma Interreg IPA South Adriatic e cofinanziata dall’Unione Europea, che punta a ridisegnare il futuro della mobilità e della cooperazione transfrontaliera nel Basso Adriatico.
L’incontro ha rappresentato un momento centrale per valutare i progressi raggiunti, coordinare le attività in corso e definire le prossime fasi operative di un progetto che si distingue per l’alto valore innovativo e per la capacità di creare una visione condivisa di sviluppo sostenibile tra le due sponde dell’Adriatico.
LAERTES, acronimo di “Euroregione del Basso Adriatico per lo sviluppo e la sostenibilità dei trasporti”, nasce con l’obiettivo di rafforzare la connettività tra Puglia e Molise, sulla costa occidentale dell’Adriatico, e Albania e Montenegro, sul versante orientale, attraverso un sistema integrato di trasporti moderni, intelligenti e sostenibili.
Il confronto di Tirana ha evidenziato l’importante avanzamento delle attività e il consolidamento della sinergia tra i partner coinvolti. È emersa una forte convergenza sulla necessità di trasformare il Basso Adriatico in uno spazio sempre più interconnesso, competitivo e accessibile, capace di favorire la mobilità, gli investimenti, il turismo e gli scambi economici.
I lavori di LAERTES, avviati ufficialmente in Puglia sotto la guida di ASSET (Agenzia Regionale Strategica per lo Sviluppo Ecosostenibile del Territorio) in qualità di partner capofila, vedono una stretta collaborazione tra le istituzioni ministeriali, agenzie di sviluppo e gestori infrastrutturali dei Paesi coinvolti, con il supporto dell’Autorità di Gestione e del Segretariato Tecnico del Programma.
A distanza di mesi dall’avvio, il progetto mostra già risultati concreti sul piano della pianificazione strategica. Uno degli elementi più rilevanti riguarda la progettazione della futura “Euroregione del Basso Adriatico” sotto forma di GECT (Gruppo Europeo di Cooperazione Territoriale), uno strumento giuridico europeo che consentirà di rafforzare la governance comune, attrarre investimenti internazionali e ottimizzare le risorse dedicate allo sviluppo infrastrutturale e logistico dell’area.
Parallelamente, stanno avanzando le attività per l’analisi di un sistema informativo integrato dei trasporti, destinato a collegare in maniera intelligente il trasporto aereo, marittimo, ferroviario e su gomma. Il sistema consentirà a cittadini e viaggiatori di accedere in tempo reale alle informazioni sui collegamenti disponibili tra Italia, Albania e Montenegro, migliorando l’efficienza della mobilità regionale.
Grande attenzione è stata dedicata anche alle prospettive di potenziamento e integrazione delle connessioni dell’intera rete aeroportuale transfrontaliera, con l’obiettivo di consolidare una piattaforma comune per il trasporto passeggeri che sia in grado di sostenere i flussi turistici, lo sviluppo commerciale e le relazioni economiche tra i territori partner.
L’incontro di Tirana ha confermato il forte impegno nel proseguire con determinazione un percorso comune che va oltre la semplice cooperazione infrastrutturale. LAERTES si candida a diventare una delle esperienze più significative di collaborazione nel Mediterraneo, contribuendo concretamente alla costruzione di un Adriatico più moderno, accessibile e competitivo.
CROSS-BORDER COOPERATION: LAERTES PROJECT MEETING HELD IN TIRANA TO ADVANCE SUSTAINABLE MOBILITY IN THE LOWER ADRIATIC
An important institutional and operational meeting took place on Tuesday, May 19, in Tirana between the Italian, Albanian, and Montenegrin partners of the European project LAERTES, a strategic initiative, funded by the Interreg IPA South Adriatic Programme and co-financed by the European Union, which aims to reshape the future of mobility and cross-border cooperation in the Lower Adriatic.
The meeting represented a key opportunity to assess the progress achieved, coordinate ongoing activities and define the next operational phases of a project distinguished by its high innovative value and its ability to create a shared vision for sustainable development between the two shores of the Adriatic Sea.
LAERTES, acronym for “Lower Adriatic Euro-Region for Transport Evolution and Sustainability” was created with the aim of strengthening connectivity between Puglia and Molise on the western Adriatic coast, and Albania and Montenegro on the eastern side, through an integrated system of modern, smart, and sustainable transport.
The discussions held in Tirana highlighted the significant progress of activities and the strengthening of cooperation among the partners involved. A strong convergence emerged on the need to transform the Lower Adriatic into an increasingly interconnected, competitive, and accessible space, capable of fostering mobility, investment, tourism, and economic exchanges.
The works of LAERTES, officially launched in Puglia under the leadership of ASSET, Regional Strategic Agency for the Eco-Sustainable Development of the Territory, as lead partner, involves close cooperation among ministerial institutions, development agencies, and infrastructure managers of the participating countries, with the support of the Managing Authority and the Technical Secretariat of the Programme.
Months after its launch, the project is already delivering concrete results in terms of strategic planning. One of the most significant developments concerns the design of the future “Lower Adriatic Euroregion” in the form of an EGTC (European Grouping of Territorial Cooperation), a European legal instrument that will strengthen joint governance, attract international investment and optimize resources dedicated to the infrastructural and logistical development of the area.
At the same time the activities are progressing on the creation of an integrated transport information system, aimed to smartly connect air, maritime, rail, and road transport. The system will allow citizens and travelers to access real-time information on available connections between Italy, Albania and Montenegro, improving the efficiency of regional mobility.
Great attention was also dedicated to the prospects for enhancing and integrating the connections across the entire cross-border airport network, with the aim of consolidating a common passenger transport platform capable of supporting tourist flows, commercial development and economic relations between the partner territories
The meeting in Tirana confirmed the strong commitment to continue pursuing a shared path that goes beyond simple infrastructural cooperation. LAERTES aspires to become one of the most significant examples of collaboration in the Mediterranean, contributing concretely to the creation of a more modern, accessible and competitive Adriatic region.
